Urban renovation : Exile for the working-class ? The Parisian experience

From Baudelaire (in Hausmann’s time) and Frehel (in 1937), urban renovation is associated with exile. Fordism and post-fordism did not offset this rule. Is it possible to renovate the city without excluding popular classes ?
